What is a Heritage Conservation District?

The purpose of a Heritage Conservation District (HCD-OHA Part V) is not to prevent development, but to provide the community with tools to help appropriately manage change within a historic area.

The Heritage Conservation District Plan and Guideline development phase is almost complete and we want your feedback.

The virtual public meeting will focus on presenting the complete draft H.C.D. Plan and Guidelines including the framework and guiding principles, and all of the guidelines.

Any person may attend the Public Meeting and/or make written or verbal representation either in support of or in opposition to the proposed Heritage Conservation District.

All property owners within the proposed District and anyone on our H.C.D. email list will be notified if a by-law is passed approving the proposed Heritage Conservation District. If any other individual wish to be notified of the decision of the Corporation of the Township of Russell on the proposed Heritage Conservation District, you must make a written request to the Corporation of the Township of Russell, you can do so by emailing alixjolicoeur@russell.ca or by dropping off a written request attention of Alix Jolicoeur, Planner to 717 Notre-Dame Street, Embrun ON K0A 1W1.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the Corporation of the Township of Russell before the proposed Heritage Conservation District is adopted, the person or public body may not be entitled to appeal the decision of the Council of the Corporation of the Township of Russell to the Local Planning Appeal Tribunal.

History of the Heritage Conservation District Designation Study

The study of a potential Heritage Conservation District started on July 31, 2018, with a meeting of resident and commercial stakeholders. The discussion during the stakeholder meeting included a number of questions and responses, which are shared in the document below titled “Q & A – Heritage Conservation District Study Stakeholder meeting July 31, 2018.” The presentation from the stakeholder meeting is shared in the presentation titled “Presentation – Heritage Conservation District Study Stakeholder meeting, July 31, 2018.” 

The second public meeting held November 7, 2018 included a brief presentation on the work to date including the history and evolution of Russell Village, study area features, character areas and streetscapes and some preliminary potential Heritage Conservation District boundary options. The presentation was followed by group discussions on history and evolution, natural heritage and cultural heritage, and character areas and streetscapes. These group discussions served to inform the discussion of potential Heritage Conservation District boundary options.

The third public meeting held February 20, 2019 included a presentation of some additional historical information, the survey results and a summary of the draft Heritage Conservation District Study report. The presentation was followed by a comment and question period. The discussions following the presentation served to inform changes to the draft report.

May 6, 2019, Council voted to ask staff to proceed with the next Phase of the Heritage District Conservation designation process – preparing a Heritage Conservation District Plan and Guidelines.

Virtual public meetings were held on Tuesday, May 12, 2020, and Thursday July 9, 2020. The virtual public meetings focused on presenting the work done to date on the draft HCD Plan and Guidelines including the framework and guiding principles, guidelines and the refined list of H.C.D. objectives, Statement of Cultural Heritage Value and heritage attributes
